I wasn't able to get it working in Rocket League though, or with the driver outlined above except if it was plugged in via USB.

(The documentation for the driver says it doesn't specifically support the Xbox One S bluetooth controller wirelessly because it connects natively.) With that set up step completed in Steam, I'm able to use the Xbox One S controller wirelessly with Rocket League. I didn't even need to remap anything in Rocket League itself; it just works now as if it was plugged in.
